Co-founder of BIA Consultants Inc., Philip brings deep experience in business consulting, policy advisory, and complex public-sector implementation. His background includes 14 years with the BC Public Service leading strategic policy work, executive decision-making design, stakeholder engagement, and evidence-based program design.
Mónica Zuluaga
Mónica is a professional engineer and consultant with 12 years of experience in digital education, innovation, and organizational change across Canada and Colombia. As co-founder of BIA Consultants Inc., she brings a practical engineering lens to learning design, digital transformation, stakeholder engagement, and interdisciplinary delivery.
