Philip Davidson
Co-founder and consultant
Philip Davidson co-founded BIA Consultants Inc. after a public-sector career focused on strategic policy, program design, executive decision support, and stakeholder engagement. His work in public administration has included complex public policy files in K-12 and post-secondary education, criminal justice, and healthcare sectors, including evidence-informed policy and program modernization. At BIA, Philip helps business owner-operators and not-for-profit organizations define the real decisions in front of them, structure options, and turn analysis into practical next steps. Philip holds a Juris Doctor law degree, Master of Arts and Bachelor of Arts (Honours) degrees in hispanic philology from the University of Victoria.
Mónica Zuluaga
Co-founder and consultant
Mónica Zuluaga brings a rare blend of engineering, digital education, learning design, and organizational change experience. Her background includes higher-education innovation, professional development, digital learning systems, public-sector talent-development support, and practical technology adoption across Colombia and Canada. At BIA, Mónica helps organizations make change understandable, usable, and easier for teams to adopt. Mónica holds a Master of Engineering degree, focused on the use of information and communications technology in education, from EAFIT University in Medellín, and a Bachelor of Engineering in control systems engineering from the Universidad Nacional de Colombia.
